I did it 5 years ago and think that I will repeat it this year. Get yellow electical tape (lowes or home depot). It looks better b/c it's thinner than duct tape and shiny. I made my tulle "skirt", just pleated the top for fullness and sewed on a ribbon to tie at the waist. add a crown/tiara and you're done! no wings b/c the queen bee doesn't have wings...
